Look out can you see where the madness began

Get onto the roof of the GCPD building and look for an island visible in the distance. There should be an airvent just about the elevator doors. Pull it down with the batclaw, then get inside and jump to the bottom, look around for another airvent, batclaw it, and then follow it through back to the morgue area.

Descend to street level and enter the sewer grate. Use your new Glue Grenades to open seal off the hot steam vents, allowing passage. Glide across this expanse to make your way to the Morgue. Walk through a short corridor of the Maintenance Access area. Drop down to a lower level and enter the Lower Corridor. In the Maintenance Access area, drop down and enter the ventilation shaft via the grate on the right. Sign up for free!

How do I solve "Look Out! Can You See Where the Madness began? This is the last riddle I have to solve for the game, but I'm flying all over Amusement Mile trying to figure out where I need to be in order to scan the correct thing and I'm coming up no solution! If you zoom WAY out on the in-game map, and move the pointer as far North-East as it will go, you will see the riddle.
